After a season on tuf personalities are established way quicker and better than working their way up through promotions, and would probably rival the popularity of either. Especially if it's just one weight class (16 fighters in one weight division, like early TUF) they would have enough standouts to bring back throughout different events (they already do this with the guys, having them fight another person from the same season) while also introducing new opponents.
