He lacks star power, as you mentioned, and he may have an outside chance of an upset (unlikely but not impossible). Given the UFC's previous choice of Kampmann, it appears that UFC wanted a fighter with zero chance at an upset. I think they ultimately went with Okami because they had very few alternatives.
