If there was no prior history between the two for bad blood and he didn't do it as a reaction to overcoming a horrible losing record (since he's won a few since leaving the UFC). The apology was good, they are never bad, but there needs to be some measure taken to punish him for the act. Maybe there is and I don't know about it. It reminded me when Renatu Sobral choked out David Heath and didn't want to leg go till he went out...but Skoudjou said he's sorry so that's cool.
